HELP ME! STUCK on Voice Control

My husband bought me a new 3GS for Christmas. He thought he was helping me out by going into settings and turning on Voice Control. My phone is set on Voice Control and will not scroll. Everything I touch, it reads off to me and then you have to double click it. Anyone know how to fix it? I have tried to restore it once and that didn't help Poor Taste?
